Azerbaijan Customs Procedures 2026: Complete Importer's Guide

Customs Clearance — Overview

Every shipment imported into Azerbaijan passes through the State Customs Committee (SCC) control. The process consists of correct documents, correct TN XIF code, and duty payment.

Understanding the process saves both time and money.

Required Documents

Mandatory for every import:

  1. Customs Declaration (CCD) — official document completed by the broker
  2. Commercial invoice — from the seller; value, quantity, HS code
  3. Packing list — contents of each package
  4. Transport document — CIM/SMGS for rail, CMR for road, AWB for air, B/L for sea
  5. Insurance certificate (if required)

Additional documents (by product):

  • Phytosanitary certificate — for plant products
  • Veterinary certificate — for animal products
  • Conformity certificate — electronics, toys, medical equipment
  • Certificate of origin — for preferential duty
  • License — some special goods (weapons, pharmaceuticals, narcotics)

Tip: Prepare your documents before the cargo arrives in Azerbaijan. A customs broker can pre-check documents in advance.

Common Mistakes

  • Wrong TN XIF code → correct duty applied, delays occur
  • Understated invoice value → triggers customs inspection, penalty risk
  • Missing certificates → cargo held, you lose time
  • Working without a broker → process is complex, high error risk
